NEW BEDFORD — A city man is charged with raping a teenage girl on two occasions last year.
Antonio P. Lopes Monteiro, 47, told police he once accidentally touched the 13-year-old girl. However, the alleged victim said Monteiro raped her on two occasions last year.
The alleged victim came forward earlier this year and filed a complaint with police.
Monteiro is charged with two counts of rape of a child with force and two counts of indecent assault and battery on a child under 14.
Monteiro’s attorney, Andrea DeBries, said Monteiro knew a relative of the victim for several years without incident.
Meanwhile, prosecutors said Monteiro is an illegal immigrant from Cape Verde who did not provide any identification to police detectives who arrested him late Sunday.
Monteiro’s lawyer said he has lived several years at an apartment at 66 Phillips Ave.
In addition to a $25,000 cash bail set Monday by Judge Robert A. Welsh III, Monteiro is being detained by the U.S. Immigration and Customs Enforcement.
He is scheduled to return to court July 1.

In a four-day sting that ended Monday, U.S. Immigration and Customs Enforcement officers arrested 53 convicted illegal immigrants, including two in Framingham and one in Milford.
“Operation Threats Against the Community” ran from Nov. 18 to Nov. 21, ICE said in a statement, and resulted in the arrests of 22 convicted repeat offenders. Of 42 men and 11 women arrested, 24 are convicted felons.
ICE spokesman Ross Feinstein said yesterday that two of the arrests were in Framingham and one in Milford. He said he couldn’t give out names per department policy, but said some of the crimes those arrested had been convicted of included assault and battery, domestic abuse and destruction of property.
“Ultimately these individuals will go through the normal proceedings,” he said. They will go before a judge at the Executive Office of Immigration who will decide whether they will be deported.
Those arrested ranged in age from 25 to 61 and hailed from many different countries, including Albania, Algeria, Brazil, Canada, Cape Verde, Colombia, the Dominican Republic, Haiti, Ireland, Italy, Mexico, Portugal and Vietnam.
“The results of this targeted enforcement operation underscore ICE’s ongoing commitment to public safety,” Vincent Archibeque, deputy field office director of ICE for New England, said in a statement.
Milford Police Chief Thomas O’Loughlin – a supporter of the Secure Communities program – said his department sends information about suspected violent illegal aliens directly to the department of Immigration and Customs Enforcement.
“We don’t belong to Secure Communities, so the only way we can help is to deal with ICE directly,” O’Loughlin said yesterday.
O’Loughlin said when the department suspects it has arrested an illegal immigrant charged with a serious crime, it sends the person’s information and fingerprint card to a special e-mail address ICE has set up for local police departments.
O’Loughlin estimated his department has sent more than 30 names in the last month.
“We follow the protocol for Secure Communities,” he said, in that only those accused of violent crimes like assault and battery with a dangerous weapon, gun crimes or drug dealing are sent.
O’Loughlin said the department thinks about the potential consequences of sending the information on a case-by-case basis.
“We’re not looking to split up families, but when we have something when someone is not (a good) part of a family because of violence, that’s something we take a look at,” he said.
O’Loughlin said ICE is good about letting his department know when it is going to attempt an arrest, and he often sends officers to assist ICE agents and making sure the peace is kept.
Framingham Police spokesman, Lt. Ron Brandolini, could not be reached for comment yesterday. Framingham was not listed in the ICE press release as one of the departments that assisted in this weekend’s operation.
Feinstein said this latest sting is not a one-time deal.
“Going after convicted criminal illegal aliens who pose a threat to communities in Massachusetts in a sustained effort,” he said.

Will there be a lawsuit by SPLC ?
Remember when we were kids and there was always some adult telling you “Don’t swallow those seeds or you’ll grow a tree in your belly”? They should have been warning us not to inhale them.
Cape Town — Russian surgeons were stunned when they found a five-centimetre-tall fir tree
growing inside a man’s lung on Monday.
Doctors discovered the tree while Artyom Sidorkin (28) of Izhevsk, Russia, was undergoing
surgery, Novosti, a Russian news service reported.
His doctors suspected cancer after he’d complained of extreme chest pain and had been coughing
up blood. But instead of finding a cancerous tumour, the surgeons found the fir tree sapling
growing inside his lung.
“I blinked three times and thought I was seeing things,” surgeon Vladimir Kamashev told the
Komsomolskaya Pravda, a newspaper in the region.
The surgeons removed the tree.
Medical experts believe Sidorkin must have inhaled a seed, which later sprouted inside his lung,
developing into a tiny fir tree, complete with needles.
So, what weird thing have you inhaled or swallowed lately?

Lol Faith..when I was little I stuffed beads up my nose and had to go to the hospital to get them removed.
Mr. Los I inhaled a jalapeno seed once. I thought I was gonna die. Did the black pepper seed burn like crazy?
So Digga..what did they taste like? Lol

Me and my parter just moved to Cape Coral from Tampa and we are having trouble finding a new therapist and doctor in order to get his testosterone treatment. We can’t afford to go to far out of the way to get it due to the cost of the treatment and gas in general.
For those of you who are going thru the treatment as well you understand how important this is and why he needs this so badly.
Who ever can best assist us with this problem will be rewarded
